Gunter City Council Meetings: Schedule, Agendas and How to Speak
Gunter City Council meetings are held at 6:00 p.m. on the first and third Thursdays of each month at City Hall, 105 North 4th Street, Gunter, TX 75058. Get the agenda—and check for cancellations—on the city’s Agenda Center before you go. As of November 4, 2026, the calendar still listed a November 5 council night, but the Agenda Center already marked that regular meeting cancelled, which is why residents should trust the posted packet over a calendar tile alone.
When and where council meets
The city’s Mayor & City Council page states the schedule plainly: first and third Thursdays at 6 p.m. at City Hall. November 2026’s city calendar matches that pattern—November 5 (first Thursday) and November 19 (third Thursday), both listed for 6:00 p.m. at 105 North 4th Street—with event text that calls them the “first Thursday” and “third Thursday” meetings.
Gunter uses a City Manager–Council form of government. Voters elect the mayor and five at-large council members to staggered two-year terms; the council appoints the city manager. Meeting dates can still shift for holidays, special sessions, or cancellations, so always re-check the calendar and Agenda Center the week you plan to attend.

How the city calendar works
Start at guntertx.gov/Calendar.aspx. You can switch between list, week, and month views, filter by date, and open each event for location details. Featured events on the calendar also surface upcoming council nights and other City Hall meetings.
The same calendar currently shows the Planning & Zoning Commission on the second Thursday at 6:00 p.m. (for example, November 12, 2026 at 105 N. 4th Street) and other boards such as the Municipal Development District when they are scheduled. City Hall office hours, listed on the city’s contact footer, are Monday–Thursday 8 a.m.–5 p.m. and Friday 8 a.m.–12 p.m.; the phone number on that same contact block is 903-433-5185.
Planning & Zoning vs. City Council
Think of Planning & Zoning (P&Z) as the first public stop for many land-use items—plats, zoning changes, and related recommendations—while City Council is where final ordinances, budgets, contracts, and many development agreements are decided. The Agenda Center keeps separate folders for City Council, Planning & Zoning, the Municipal Development District, Parks & Recreation Advisory Board, and TIRZ boards.
If you are tracking large Gunter projects such as Platinum Ranch or Taylor Ranch, those items often appear first in P&Z or TIRZ packets and later on a council agenda. For the bigger growth picture—who is approved, bonded, or selling—see What’s Coming to Gunter and the Gunter new home communities guide. Corridor context lives on the Grayson County Line overview.
Agenda Center: agendas and minutes
The Agenda Center is the practical dashboard for Gunter City Council meetings. Open the City Council category, pick the year, and download the agenda PDF, packet, or approved minutes. Cancellations are labeled in the title—November 5, 2026 appears as “CANCELLED – City Council Regular Meeting Agenda.” Special meetings, workshops, and emergency meetings show up in the same list when the city posts them.

Read the packet before the meeting. Staff reports, plats, PID/TIRZ materials, and draft ordinances are often attached there, and that is usually clearer than waiting for a one-line calendar description.
Notifications if you cannot check daily
The city offers a Notify Me® signup for email and optional SMS alerts. Agenda Center lists include City Council, Planning & Zoning, Municipal Development District, Parks & Recreation Advisory Board, and TIRZ. There is also a Main Calendar list under Calendar, plus News Flash and bid postings. After you subscribe, allow mail from the city’s CivicPlus listserv address so alerts are not filtered as spam.

As of this writing, the city’s published pages emphasize in-person attendance and posted documents. If a livestream or recording link appears on a future agenda packet, use that packet’s instructions—do not assume every meeting is streamed.
Public comment and speaking
Official council agendas and minutes spell out the speaking rules. Before the meeting starts, complete an Opinion/Speaker Registration Form and turn it in to the City Secretary if you want to speak on an open-session agenda item. A card to speak at a public hearing may be submitted any time before that hearing is closed. Sign the attendance sheet when you arrive.
Citizen comments (topics not already scheduled for public hearing or on the agenda) and agenda-item comments are both limited to a maximum of three minutes, delivered from the podium. State your name and address for the record. Agenda-item remarks must stay on topic. Under the Open Meetings Act, council may—but is not required to—respond; on non-agenda citizen comments, council generally may only give specific factual information or recite existing policy. The city’s packets note that citizen comments are governed by the City of Gunter Code of Ordinances Article 1.05. Rules can be updated, so read that night’s agenda packet and call City Hall at the number on the Contact Information page if anything is unclear.
Public Information Act requests
For records beyond posted agendas and minutes, use the city’s Public Information Act page. Texas Government Code Chapter 552 covers access to government records. The city asks you to submit a written request by mail, fax, email, or in person (a Public Information Request PDF is linked on that page), describe the records clearly, and expect a reasonable copy fee when copies are needed. Contact City Hall using the address and phone listed there—mailing address P.O. Box 349, Gunter, TX 75058; City Hall at 105 N 4th Street.
For a high-level statewide overview of open-meeting rules, see the Texas Attorney General’s Open Meetings Act Handbook.
Grayson County Commissioners Court (separate from city council)
City council handles municipal business inside Gunter. Countywide items—roads, the county budget, many facilities, and election administration—run through Grayson County Commissioners Court, which the county says meets Tuesday of each week at 10:00 a.m. Agendas and recordings are posted through the county’s meeting portals linked from co.grayson.tx.us. School-board decisions are a different layer still; for campus and bond context see the Gunter ISD guide, and for election timing see the Grayson County early voting guide.
